A new registration system for independent properties is expected to be introduced early next year.

The system will be operated by Fáilte Ireland and will rely on legislation being developed by the Department of Tourism.

A Department of Housing spokesperson said: “At a recent meeting between Minister Darragh O’Brien and the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, it was agreed to continue the progression of this legislation with a view to its early enactment and the associated establishment of the Fáilte Ireland registration system in early 2023.”

The move was welcomed by the Irish Federation of the Freelancers, who were concerned about proposed temporary measures to be included in Section 3 of the Planning and Development, Sea and Assessment Act 2022.

Under the law, it would be an offense for landlords of short-term rental properties in Rent Pressure Zones (RPZs) to ensure proper planning. online that offers it for rent, such as Airbnb.

It was expected that homes in areas with high rental demand and high rents would not be allowed to rent short term.

The measure had been sent to the European Union for approval but was withdrawn in recent weeks by the government due to legislation being drafted by the Ministry of Tourism.

The Department of Housing spokesman said: “The Minister for Tourism, Culture, the Arts, the Gaeltacht, Sport and Media plans to seek government approval for the publication of her legislative proposals in this regard. in the coming weeks.”

A spokeswoman for the Irish Self-Catering Federation said the organization had negotiated and fought tirelessly in recent months to highlight the negative impact its members believed the introduction of the bill would have on the Irish. tourism industry.

She added: “The federation is now asking that guidelines for planners and owners of independent properties in RPZs be compiled. This is so that the self-catering stock can be protected for the 2023 season.

“This is especially important in the current climate where there is a significant amount of hotel beds off the market.”
