LAKE COUNTY— Patrick Sullivan of Upper Lake has announced his intention to run for the position of Lake County Tax Collector in the next election in June 2022.

Sullivan is currently the Lake County Tax Administrator, a position he accepted in 2018 and held for three years. He worked on a variety of programs that increased Lake County’s income and strengthened the county’s finances. His efforts have brought short-term rentals on sites such as Airbnb and VRBO into compliance with county regulations and have supported the continued development of the cannabis tax program and related fiscal policies.

His grant writing has enabled Lake County to secure several state grants that Sullivan currently manages. These grants were used to create an at-risk student support program in partnership with the Lake County Office of Education, fund code enforcement efforts to tackle the illegal cultivation of cannabis, and create a local equity program that reinject state funds into the community.

“My efforts to increase Lake County’s revenue from internal and external sources are making a difference here in Lake County,” said Sullivan. “As the Lake County Treasurer-Collector, I will be able to scale up these efforts and continue to improve the County’s financial resources, which in turn will ultimately improve the overall quality of life for residents. county residents. “

In addition to successfully acquiring new grant funds for Lake County, Sullivan was instrumental in securing third-party software that helps the county identify and monitor unregistered short-term rentals. (often advertised on sites such as Airbnb and VRBO) and began to enforce registration requirements. and the collection of overdue transitional occupancy taxes. He guided the process of retaining an investment management and advisory service for the county to develop an investment program, and participated in its implementation. Sullivan also helped coordinate the efforts of several county departments to successfully develop a comprehensive data set that resulted in the integration of tax-defaulting properties in the county into a searchable GIS platform.

Sullivan’s efforts to support the Lake County Cannabis Tax Program have been particularly critical to the continued success of this program, as regular changes in regulations and laws at all levels of government have demanded constant attention.

Sullivan graduated from the University of California at San Diego where he majored in international relations. He then attended Golden Gate University Law School in San Francisco where he obtained his Doctor of Laws degree. He is a licensed lawyer and a member of the Lake County Bar Association. Prior to accepting the position of Tax Administrator in Lake County, Sullivan worked for six years in the Office of the Treasurer-Tax Collector in Mendocino County. While there, he served as an elected administrator alongside that county’s treasurer – tax collector, managing that county’s investment pool and benefit system.

Sullivan lives in Upper Lake with his wife and children. His wife, Anakalia “Andrea” Kaluna Sullivan, owns a local business with a law firm based in Lakeport. Her children attend local Lake County schools. Over the next few months, Sullivan looks forward to meeting with Lake County voters to understand their highest tax priorities.
